Who we are

A team of specialists who guide individuals and families through the administrative steps to obtain residency in Paraguay.

See how it works →

01 · Who it’s for

Who it’s for: four situations, one application.

Since July 2026, permanent residency requires proof of income that matches your situation. We tell you in the quote what you will need to provide — and we prepare the rest with you.

Smiling man giving a thumbs-up, sitting in front of a laptop and a notebook in a bright living room

Self-employed / remote worker

You provide
If self-employed: taxpayer registration (RUC) in Paraguay and your last three months of VAT (IVA) returns. If you work remotely: a certificate from your employer stating your income.
We handle
We tell you which of the two routes holds up in your case, before you commit to anything.
My quote: self-employed →

Family

You provide
Apostilled birth and marriage certificates; for a minor, the consent of both parents.
We handle
One application per person, prepared and filed together; dependants are attached to the main application.
My quote: family →

Investor

You provide
An investment project (SUACE route: USD 70,000 over ten years) or an Investor Pass application.
We handle
Permanent residency is granted directly, without going through temporary residency first: we explain both routes in the quote.
My quote: investor →
Elderly man in a straw hat and patterned shirt, laughing, sitting on a sunny terrace sofa

Retiree

You provide
An apostilled pension statement showing the amount.
We handle
Sworn translation, support at filing, follow-up until your cédula.

02 · What you get

Three documents. One application.

What we obtain with you, in the order the law issues them.

Step 1 · up to 2 years

Temporary residency

  • Duration up to 2 years
  • Renewable once
  • Presence no minimum
Step 2 · permanent status

Permanent residency

  • Renewal every 10 years
  • Presence 1 visit / 3 years
Step 3 · your ID card

Cédula de identidad

  • Valid 10 years
  • Collection in person
  • Unlocks bank, lease, RUC

And the RUC? Your Paraguayan tax number derives from your cédula (number plus check digit). We activate it with you: you need it to invoice, open a bank account or sign a lease — and, if you are self-employed, to prove your solvency when moving to permanent residency.

03 · Why Paraguay

Why Paraguay — and why now

Six reasons we can source. Not one more.

Wide view of the bay of Asunción at daybreak: the Paraguay River and its sandbanks on the left, the Costanera towers on the right, under a big cloudy sky
  • Territorial taxation

Paraguay taxes only Paraguayan-source income. Pensions, dividends or online income earned outside the country are not taxed in Paraguay. Local income falls under the IRP, progressive from 8 to 10%. Your obligations in your home country remain; this is not tax advice.

  • No 183-day rule

No minimum presence is required during temporary residency. Permanent residency is kept with one visit every three years.

  • A permanent status

Permanent residency is a “definitivo” status: it is renewed every ten years. The cédula, your ID card, is valid for ten years.

  • Citizenship, in time

Naturalization is possible after three years of permanent residency, with an exam in Spanish. Dual citizenship is allowed.

  • An economy that is growing

GDP up 4.2% in 2024, with up to 6% projected for 2025 by the Central Bank — among the strongest growth rates in Latin America.

  • Property open to foreigners

A foreigner can own real estate outright with just a passport — no residency and no local co-owner required.

04 · The process

How it works, from quote to cédula

Four steps. At each one, what we do and what remains with you — with no promise of timing the law does not set.

  1. Remotely · from your first email

    The quote and the check

Wereview your nationality, your situation (solvency category under 407/2026) and your documents. You receive an exact quote and your document list.

Youdecide. Nothing is committed before that.

  2. Before you leave

    The documents

Youhave your full birth certificate and your criminal record certificate apostilled in the issuing country (we tell you which authority applies to your documents).

Wearrange the sworn translation in Paraguay — by a court-registered translator, the only one accepted — and guide you through the next steps.

  3. In Asunción · one stay, with us at your side

    The stay

Wewelcome you, file the application at the Dirección Nacional de Migraciones, and go with you: biometrics, photos, Interpol, local certificates. At every office, someone translates for you.

Yousign — and go see the city.

  4. In the months that follow

    Your documents, then permanent residency

Wefollow the application until your temporary residency is issued, arrange the collection of your cédula (in person, as the law requires) and the activation of your RUC.

Wealert you in time: the application for permanent residency is ideally filed three months before your temporary residency expires.

Dispatch · Asunción · DNM Resolution No. 407/2026 · in force since 6 July 2026

Since 6 July 2026, permanent residency requires verifiable income.

What the text says, and what it changes for your application:

  • Twelve categories of economic solvency (retirees, self-employed, remote workers, property owners, shareholders, employees…), each with its own documents.
  • A degree alone is no longer enough. Documented income is required; “zero” tax returns no longer suffice for the self-employed.
  • The residency card no longer states your profession. The criteria of Law 6984/2022 and the Mercosur agreement are unified.

Document lists written before July 2026 are out of date. We check your category before you buy a ticket.

08 · Questions

Your questions, our answers

Do I have to travel to Paraguay?

Yes. The application is filed in person, and the cédula is collected in person: no one can do it on your behalf. We prepare everything in advance so that your stay is short and without surprises, and we are at your side at every office.

How long does it take to get residency?

From a few weeks to a few months, depending on your application and how complete your documents are. The law sets no deadline, so we do not promise a number. Temporary residency comes first, then the cédula, then the RUC.

Which documents do I need?

A passport valid for at least six months, an apostilled full birth certificate, a recent apostilled criminal record certificate — and your marriage or divorce certificate if applicable. If you have lived for more than a year in another country during the last three years, the criminal record certificate from that country too. On site: photos, biometrics, Interpol certificate and local background check, which we arrange.

The apostille is issued in the country that issued the document; we tell you which authority applies to yours. The sworn translation is done in Paraguay, by a court-registered translator.

Do I have to live in Paraguay all year?

No. No minimum presence is required during temporary residency, and permanent residency is kept with one visit every three years. There is no 183-day rule. What you owe your home country is a separate question, to be checked with a professional there.

Can I get permanent residency directly?

Through the standard route, no: temporary residency (up to two years) comes before permanent residency, and the application for the latter is ideally filed three months before temporary residency expires. Two investment routes allow direct access: SUACE (a commitment to invest USD 70,000 over ten years) and the Paraguay Investor Pass (Resolution 0283/2026). We tell you in the quote whether they apply to you.

What did Resolution 407/2026 change?

Since 6 July 2026, permanent residency requires proof of economic solvency with verifiable income, split into twelve categories. For the self-employed, for example: taxpayer registration and the last three months of VAT (IVA) returns. A degree alone is no longer enough. We check your category before you leave.

How is the price set?

Official fees are public and listed above. Our support comes with an exact, itemized quote, based on your situation and given before you commit to anything. No payment is made on this site. Our fees are among the lowest on the market, and we will prepare your exact quote before you commit to anything.

Will my foreign income be taxed in Paraguay?

Paraguay applies a territorial system: it taxes only Paraguayan-source income. Local income falls under the IRP (8 to 10%). Be careful with the rules of your home country and with transfers of funds: this information is general and does not replace personalized tax advice.

Will I be able to open a bank account?

Yes, once you have your cédula. Banks require it. We point you to institutions used to dealing with new residents.
