Temporary → permanent residency (standard route)
You first obtain temporary residency (valid up to 2 years), then convert it to permanent residency — the conversion file is ideally submitted 3 months before the temporary card expires. Permanent residency renews every 10 years, and one visit to Paraguay every 3 years is enough to keep it.
Investor route — SUACE or Investor Pass
Two routes lead directly to permanent residency: the SUACE regime (a commitment to invest USD 70,000 over 10 years through a local company) and the Paraguay Investor Pass (resolution 0283/2026, 1–2 days of presence in Asunción). Since resolution DNM 407/2026 (in force since July 2026), permanent residency requires proof of solvency with verifiable income. For your profile:
✓ Apostilled pension certificate, stating the amount.
✓ Taxpayer registration (RUC) + the last 3 months of VAT returns, with real activity — zero returns are no longer enough.
✓ An employment certificate apostilled by the country where the employing company is based, stating income and payment method. Viability depends on your country and setup — our partner will validate your case.
✓ The SUACE and Investor Pass routes have their own investment criteria — the standard solvency proof does not apply in the same way.
✓ The resolution provides twelve categories of proof (local employee, property owner, technician, clergy…) — our partner will identify yours.
This proof concerns the permanent stage — temporary residency comes first.
Tax: Paraguay applies a territorial system — 0% on your foreign-source income, and a local tax (IRP) of 8–10% on Paraguayan income only. No wealth tax, no inheritance tax. Mind your home country’s rules — this is not tax advice.
Plan B: permanent residency is a lasting status — the card renews every 10 years, and one visit every 3 years is enough to keep it. Few second-residency options ask for so little presence.
Cost of living: on the same budget, you live far larger than in Europe or North America. And local time deposits (CDA) are among the best-paying on the continent — 8 to 10% a year in guaraníes, interest exempt from local tax (law 6380/2019).
Settling for good: after 3 years of permanent residency, naturalisation becomes possible (Spanish-language exam) — and dual citizenship is allowed.
